Multiple users on one WhatsApp number without the API

Two to four people can reply from one WhatsApp number without the Business API: linked devices or a Chrome extension layer. When the API fits instead.

Multiple users on one WhatsApp number without the API

Yes. Two to four people can reply from one WhatsApp number without the Business API. Use WhatsApp’s linked devices (free, up to four devices plus the phone[1]) or add a Chrome extension layer such as Zapext Plus (up to 4 users, chat transfer and round-robin distribution, for one flat price[2]). The third route, the Business API through a provider, suits larger teams.

This guide is for a team of 2 to 4 people who answer one business number from their own computers. One honest constraint up front for the extension route: every agent needs a computer with Chrome and WhatsApp Web linked to the same account, and automations run only while that computer is on and WhatsApp Web is open.

Option 1: WhatsApp’s native linked devices (free)

WhatsApp lets your main phone link up to four other devices at the same time: WhatsApp Web, the desktop app or a second phone. Linked devices keep working when the phone is offline, but they are logged out if the phone is not used for more than 14 days[1].

How to set it up

  1. On a colleague’s computer, open web.whatsapp.com. A QR code appears.
  2. On the company phone, open WhatsApp and go to Settings (iPhone) or More options (Android), then Linked devices.
  3. Tap Link a device and scan the QR code on the computer[3].
  4. Repeat for each colleague, up to four devices.

This QR step is WhatsApp’s own login, not part of any extension.

What breaks when a team uses it

  • No owner per chat. Everyone sees every conversation.
  • Two people answer the same customer, or nobody answers because each thinks the other will.
  • Nobody knows who replied. Customers cannot see which device sent a message either[4].
  • No shared pipeline, no notes and no view per agent.

The paid native add-on: multi-agent

Where available, WhatsApp Business offers a multi-agent feature as part of Meta Verified or Meta One subscription benefits. It raises the cap to up to 10 devices and adds an “Assign chat” option and an “Assigned to you” filter. WhatsApp’s help page warns that it may not be available to you yet. If your benefits change, only the four most recently active devices stay linked[4]. Prices vary by country and plan, so check the offer in your own app.

Verdict: fine for 1 or 2 people with low volume. Problems start at three people, or when conversations go unanswered.

Option 2: the WhatsApp Business Platform (API) through a BSP

The API is Meta’s route for larger operations. Your number moves to the WhatsApp Business Platform, usually through a business solution provider (BSP), and agents work in the BSP’s inbox, not in WhatsApp Web.

Messages that your business starts need pre-approved templates. Free-form replies are allowed only inside the 24-hour customer service window that opens when the customer writes to you[5].

What the API costs

Meta charges per message, not per conversation. Per-message pricing replaced conversation-based pricing on 1 July 2025[5]. Messages fall into four categories: marketing, utility, authentication and service. According to AiSensy, each business number gets 1,000 free service messages per month, and service messages beyond that are charged from 1 October 2026[6].

In India, one BSP, AiSensy, publishes these per-message rates, as of 24 Oct 2026: marketing ₹1.09, utility ₹0.145, authentication ₹0.145, and service ₹0.145 after the free 1,000 per month[7]. These are the BSP’s published rates, not Meta’s own list.

On top, you pay the BSP’s subscription, often per agent seat. Two examples, as of 24 Oct 2026:

  • Interakt Sales CRM: ₹2,499 per month plus taxes, with 5 agents included and ₹499 per extra agent per month[8].
  • Cooby Teams, a team inbox that connects to the API: US$ 17.99 per month for up to 3 users. Team replies require the WhatsApp API connection, and Meta’s messaging fees are paid separately[9].

Where the API is the right answer

The API wins with 5 or more agents answering at once, thousands of conversations a month, transactional chatbots, deep ERP or CRM integration, formal service levels or an official verified account. At that scale, choose the API. Zapext does not replace it. Plan for business verification and provider onboarding before your team can start.

Option 3: a Chrome extension layer on WhatsApp Web (Zapext Plus)

This route builds on Option 1. Each agent links WhatsApp Web on their own computer and installs the extension, which adds the team layer on top. Zapext does not use the official WhatsApp Business API, so there is no number migration and no template approval. It works on a regular or a Business account, on the number you already use.

What the Plus plan gives a team

  • Up to 4 users on the same WhatsApp number.
  • Chat transfer: pass a conversation to a named colleague.
  • Round-robin distribution: new conversations are distributed in turn among the agents.
  • Priority support.
  • Each agent gets the Starter CRM tools: Kanban pipeline, labels, quick replies, reminders and scheduling.

The Starter plan is 1 user per number. One licence covers one WhatsApp number[2].

What Plus costs

Plus costs ≈ US$ 192 per year, about US$ 16 per month, or ≈ US$ 25 on monthly billing (charged in Brazilian reais (BRL) at 5.2 BRL/USD, rate of 28 Sep 2026)[2]. There is no fee per conversation or per message. You can cancel anytime, and the plan renews automatically. Paid plans include a 7-day money-back guarantee: if it is not for you, you get a refund.

In India, Plus is ₹1,799 per month, paid by card through Stripe in Indian rupees (INR). “Your paid plan will be activated manually within 1 business day after payment confirmation. Business days are Monday to Friday, excluding Brazilian public holidays.”[10]

Where the data lives

Your CRM data (pipeline, labels and notes) is stored encrypted on each agent’s computer. The content of your chats is not sent to Zapext servers. Because the data lives on the machine, make regular backups. More on the security page.

Honest limits

  • The ceiling is 4 users, the same as WhatsApp’s linked-device cap.
  • Each agent’s computer must be on, with WhatsApp Web open, for the extension to work.
  • No mobile version: desktop or laptop only, in Chrome or another Chromium browser such as Edge or Brave.
  • It is not a route to a verified account or to server-side enterprise integration.

How to set up a 2–4 person team on one number with Zapext Plus

Each agent does steps 1 to 3 on their own computer.

  1. Install Zapext from the Chrome Web Store: click “Add to Chrome”, then “Add extension”. The listing shows 552 users and a 5.0 rating (45 reviews), figures seen on 24 Oct 2026[11].
  2. Open web.whatsapp.com and link it to the company phone with WhatsApp’s own Linked devices QR code. Each computer uses one of the four device slots.
  3. Zapext appears as a tab on the left side of the screen. Click the avatar icon and log in with your e-mail and password, or create your account there.
  4. The account owner subscribes to Plus. If you are unsure how to give each agent access, ask support at suporte@zapext.com. Teams in India pay in rupees: See India pricing.
  5. Agree as a team how you will use round-robin distribution and chat transfer.

Chat transfer is part of the Plus plan; Starter does not include it.

There is no QR step for Zapext itself; the only QR code is WhatsApp’s. Zapext never asks for your WhatsApp password.

Agree on a simple way of working

  • One person handles each conversation.
  • Always transfer to a named colleague, never “to whoever is free”.
  • Review response times weekly.

Pitfalls to avoid

  • The device cap. Four linked devices is WhatsApp’s limit, shared between computers, tablets and second phones. An agent with a laptop and a desktop uses two slots. Unlink idle devices before you add a colleague[1].
  • The 14-day rule. Linked devices are logged out if the main phone is not used for more than 14 days[1]. Keep it charged, online and in use.
  • Simultaneous replies. Two agents answering one chat at once is where the native setup fails. Round-robin distributes new conversations in turn, but agents still need to transfer instead of jumping in.
  • Computer off means extension off. The chatbot, scheduled messages and list sending run only while the computer is on and WhatsApp Web is open.
  • One number per licence. A second business number needs a second licence.
  • Policy applies on every route. WhatsApp’s Business and Terms policies apply on all three routes. Only message people who have agreed to hear from you, keep volumes reasonable and send to lists gradually. No tool can stop WhatsApp from restricting a number that breaks its rules[12]. More in how to send bulk WhatsApp messages within the rules.
  • One number per agent. It splits the history, and customers do not know which number to use.

When the extension is not the right choice

  • 5 or more agents at the same time, queue or service-level rules, a verified business account, transactional bots, or integration that must run on a server: use the API through a BSP.
  • You work alone: the free WhatsApp Business app with labels is often enough (see labels on regular WhatsApp Web), or Starter if you want the Kanban pipeline.

To recap: linked devices are free but do not split the work. The API splits the work for large teams, at a per-message cost and in a new inbox. An extension layer such as Zapext Plus splits the work for 2 to 4 people on WhatsApp Web, for one flat price, while their computers are on. Frequently asked questions

Can WhatsApp Business be used by multiple users?

Yes. One phone can link up to four other devices, so several people can reply from the same number. Natively there is no chat owner. To assign chats you need WhatsApp’s paid multi-agent feature where available, the Business API through a provider, or an extension layer such as Zapext Plus (up to 4 users).

How many devices can be linked to one WhatsApp Business account?

Four linked devices at a time, plus the main phone. Where WhatsApp’s multi-agent feature is available through Meta Verified or Meta One benefits, the cap rises to up to 10 devices. Linked devices are logged out if the main phone is not used for more than 14 days, so keep the company phone charged and online.

Can I have multiple agents on one WhatsApp number without the API?

Yes. Link WhatsApp Web on each agent’s computer, then add an extension layer. Zapext Plus supports up to 4 users on the same number, with chat transfer, round-robin distribution and priority support. The limit to accept: each agent’s computer must be on with WhatsApp Web open for the extension to work, and there is no mobile version.

How do I know which agent replied to a WhatsApp message?

With plain linked devices you cannot, and customers cannot see it either. WhatsApp’s paid multi-agent feature shows which agent sent a message. With Zapext Plus, round-robin distributes new chats in turn and transfer reassigns them. On the Business API, it depends on the reports your provider offers.

Is there a free shared inbox for WhatsApp?

The free option is linked devices: up to four devices on one number, but no chat assignment. Shared inboxes with assignment are paid. API platforms charge per message plus a subscription, often per agent seat. Zapext Plus is one flat yearly or monthly price, with no per-message fee. Paid plans include a 7-day money-back guarantee.
